ชื่อโครงการ :การศึกษาประเมินสถานภาพการใช้ท่าเรือไทย ชื่อผู้วิจัย : สุมาลี สุขดานนท์, อัมพร จิตรานุเคราะห์, วันชัย มีชาติ,สรวิศ นฤปิติ4, ชยันติ ไกรกาญจน์, วชิราภรณ์ จันทร์โพธิ์พาศ, สุนันทา เจริญปัญญายิ่ง, สุจิตรา บัวแช่ม, สถาบันการขนส่ง จุฬาลงกรณ์มหาวิทยาลัย, ข้าราชการบำนาญ กระทรวงคมนาคม, คณะรัฐศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย, คณะวิศวกรรมศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย, คณะนิติศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย, คณะวิทยาการจัดการ มหาวิทยาลัยสงขลานครินทร์ เดือนปีที่เสร็จสิ้นโครงการ :มีนาคม 2550 - สิงหาคม 2551 การศึกษาประเมินสถานภาพการใช้ท่าเรือมีวัตถุประสงค์ 2 ประการ คือ 1) เพื่อประเมินสถานภาพการใช้ท่าเรือไทยในปัจจุบัน และปัจจัยที่ทำให้ท่าเรือบางแห่งสามารถใช้ท่าเรืออย่างมีประสิทธิภาพ และท่าเรือบางแห่งล้มเหลว 2) เพื่อศึกษาปัจจัยที่มีผลต่อการใช้ท่าเรือในอนาคตเพื่อเป็นข้อมูลสนับสนุนการกำหนดยุทธศาสตร์ท่าเรือไทยและยุทธศาสตร์ทะเลไทย จากการศึกษาประเมินสถานภาพการใช้ท่าเรือไทย พบว่า ท่าเรือไทยยังไม่สามารถใช้ท่าเรือได้อย่างเต็มศักยภาพ เนื่องจากยังไม่มีท่าเรือใดที่มีการใช้ท่าเทียบเรือทุกท่าได้อย่างมีประสิทธิผลและประสิทธิภาพครบถ้วน ปัจจัยที่มีผลต่อการใช้ท่าเรือในทุกด้าน คือ นโยบายภาครัฐที่มีต่อท่าเรือ ทั้งนี้เพราะนโยบายที่มีอยู่ยังขาดสาระที่เป็นกรอบในการพัฒนาท่าเรือ ซึ่งส่งผลให้การพัฒนาท่าเรือไทยเป็นไปอย่างไร้ทิศทาง นอกจากนี้ยังไม่ครอบคลุมท่าเรือทุกแห่งของประเทศ ทำให้การพัฒนาท่าเรือขาดความเป็นเอกภาค ขาดกลไกตรวจสอบและประเมินผลท่าเรือ ขาดองค์กรเฉพาะเพื่อรับผิดชอบกิจการท่าเรือไทยทั้งท่าเรือของรัฐและท่าเรือเอกชน และขาดกฎหมายเฉพาะที่ใช้ในการบริหารจัดการท่าเรือ ทำให้ไม่สามารถควบคุม ดูแล ตลอดจนพัฒนาท่าเรือได้อย่างมีประสิทธิภาพ ข้อเสนอแนะในการแก้ไขปัญหาท่าเรือไทยในระยะยาว คือ 1) การจัดตั้งองค์กรดูแลท่าเรือโดยอาจจัดตั้งองค์กรขึ้นใหม่ หรือกำหนดอำนาจหน้าที่ขององค์กรเดิมที่มีอยู่ให้ชัดเจนและเป็นรูปธรรมยิ่งขึ้น 2) การจัดทำแผนแม่บทการพัฒนาและการใช้ท่าเรือไทย 3) การออกกฎหมายเฉพาะที่ใช้ในการบริหารจัดการท่าเรือทั้งท่าเรือของรัฐและท่าเรือเอกชน ซึ่งช่วยให้การบริหารจัดการท่าเรือเป็นไปอย่างมีประสิทธิภาพ คำหลัก : ประเมิน การใช้ ท่าเรือ การขนส่งทางทะเล Project Title :The Assessment of the Usage of Thai Ports Investigators : Sumalee Sukdanont, Amporn Chitranukroh, Wanchai Meechat , Sorawit Narupity, Chayanti Greigran, Wachiraporn Chanphophart, Sunanta Charoenpanyaying, Suchitra Buacham, Transporation Institute Chulalongkorn University, Retired Official, Ministry of Transport, Faculty of Political Science, Chulalongkorn University, Faculty of Engineering, Chulalongkorn University, Faculty of Laws, Chulalongkorn University, Faculty of Management Sciences, Prince Songkla University Month and Year :March 2007 - August 2008 The study on assessment of port utilization aims to 1) assess the present Thai ports and determine enabling factors for efficient and deficient port operations, and 2) acquire the issues affecting the future usage of Thai ports as the supporting inputs to Thai port strategy and Thai sea strategy. The results of the study on the port operations show that Thai ports are not operating at their full potential as no port utilizes their port facility efficiently and effectively. The major factor affecting the performance of ports is Government policy since it does not firmly address the direction on Port development. Therefore, the existing port development is arbitrary, does not have any monitoring and evaluation, and does not have strong institution to regulate Government and Private ports. Specific laws and regulations imposed to ports are required otherwise the port development cannot be developed efficiently. Recommendations to solve these problems in a long run include 1) the establishment of regulatory body for port development and operations, or the clearer (and more tangible) assignment of this task to an existing agency, 2) the development of Master plan on Port development and operations, and 3) the endorsement of specific laws on Port Management for both Government and private ports to yield better port management and operations.
